Urban Tactics for Waterfront Redevelopment: The Belgrade Case

Jelena Živković, Zoran Đukanović

In order to improve quality of life and to create a new city image, cities all over the world are rediscovering their waterfronts' potentials for public use and enjoyment.Unfortunatelly, this cannot be done over night. It takes a long-term vision of mutually dependent development of a city and itswaterfront. These visions usually include large (re)development projects and port transformations that are highly complex and uncertain to deliverBeing sensitive to political and economic fluctuations, these projects often end up waiting for a better future, particularly in developing and countries in transition. They tend to get stuck between seductive visions of new iconic architecture surrounded by vibrant public spaces – and the grey reality of abandoned warehouses and postindustrial waistWhile waiting for those large development projects  to be carried out, we argue that there are many small but important steps that canbe taken in order to connect city and riverSome of those steps, performed on the downtown Belgrade waterfront during the last decade, will be presented as urban tactics for waterfrontredevelopment.
